First step is to remove the headlamp housing module (2 bolts and two nuts), and then remove the headlamp from the module (3 bolts). To replace, reverse the process. It's virtually impossible to remove the water without harming the inner coating in the headlamp (if it isn't already ruined).
And no, it is NOT ok if water is touching the bulb. Worst case is the glass will explode and the circuit will short out. Best case is the bulbs will just burn out.

Watre in a head light is not good
It will short out the bulb but more importantly will rust out the reflector of the light
If the car is under warranty , get it replaced
if not get a sealed unit from the wreckers/junk yards

SOURCE: Headlight bulb

To replace the headlight bulb on your cts, it is kinda a pain. You pretty much have to take the whole front bumper off. First remove all of the push pins that hold the air deflector on the bottom. Next remove the pushpins that hold the grille to the tie bar. Now remove the front fascia extension. Remove the bolts that hold the bumper to the fender. Once all the bolts are out that hold the bumper on, you gently pull out on the bumper, but be careful not to crack it. If the windshield washer hoses are connected to it then you need to disconnect them, but you may want to plug the line so you don't loose all the washer fluid. Next there are two bolts and a nut that you remove to take the headlight out, and remove the connectors that go to it.

2004 Ford Ranger, horn started honking continuously, disconnected horn. Next, every time the headlights turned on, windshield sprayer would come on by itself and not turn off. Where should I start?

How much is it raining there?

You have what is likely water infiltrating the Smart Junction Box (SJB). A lot of owners have this issue.

Most likely the windshield seal has failed and leaking on/into the SJB. But can leak elswhere.

Have you noticed dampness inside the cabin... windows fogged over from the inside, floor carpet is damp, or other?

If all dry, then possibly, reseating SJB connector. Otherwise you'll have to find the leak, fix, dry it out.

How to do Headlamps with droplets of water?

Judging by your description of the phenomenon, the headlight if the seal is very good, the car or the rain will not influent, explain this phenomenon should be fog, does not belong to a fault. When the owner found there were the fog lights, first analysis the causes of the fog, if it is caused by the difference in temperature or moisture, such as night lights use a long time, second days and found there were the fog lights, this time as long as open the light or light for 10 minutes or so, in the light of the mist will slowly disappear, please rest assured to use, without the need for lamp sealing treatment. Use obd2 for car diagnostics , you can improve vehicle safety performance and driving more safer.

My headlights is moisturing every time it rains or car wash

Normally the headlights are sealed and filled with an inert gas. The reason for the moisturizing may be due to damaged seal, that's causing it.
There is a large variety of attractive aftermarket covers available for the steering wheel; you can always opt for them.

Headlights won't turn on in my 1999 ford mustang gt

Sounds as though you have an exposed electrical connection that's either getting splashed from the tires, or the moisture is creating a temporary disconnection. This can happen, but once it dries it will resume working. I would have your electrical system checked. I would also have your headlight switch checked for a possible short.

How do I remove the headlight cover to clean the inside part of the headlight cover. It appears to be fogging making the lights seem dim.

you are talking aftermarket headligth covers? , the head lite itself cant not be taken appart, your best bet is to drill a small hole in the lower part ofthe headlight so moisture can be release, this will help but in the long run you'll need to replace it

Headlights fogged

I have a Montana and the headlight on these vans are always fogging up inside and collect water from condensation. Most of us Montana owner's drill two 3/8 hole on the side of the headlight to allow air to circulate. That fixed the problem and no more fog or water. When you drill the hole find a spot like close to the bottom corner and look to see if the spot is clean, which would indicate that dirt and water from the rain don't collect there.
Good luck and hope this helps.

How do you change a headlight bulb on a 2003 Toyota Celica GT? Under the plastic covering the headlight there is a lot of fog and condensation and I want to clean it off, so how do I take off the plastic that covers the headlight?

Seem to be seal is wear off
already on the front cover
The way to open that
1. There is four screws at the back of
the headlights and unscrew them
2. Pull the headlight and dry it
by wiping or heat of the sun or
anything that can release the fog
3. Buy silicon and seal the headlight
gap with silicon and let it dry for a hour
This will help kept away fog
and condensation for sure
