Idle is adjusted by the car's ECM and can not be adjusted manually. Its most common when there is idle issues, there is carbon build up in the throttle body and will need to be cleaned out and can be done in under 5 min.
Buy a can of throttle body cleaner and clean out the throttle body and pay close attention to the IAC (Idle Air Control) passage way. Just follow the instruction on the can and you should have your idle issues resolved.
