The fuel pump relay is a good bet. Many old Volvo owners carry a spare fuel pump relay in the glove box because it is not uncommon for them to fail.
I and another guy disagreed the other day on the easiest way to access the relay. He says it is easier to remove the glove box. I thought it was easier to drop the felt liner below the dash and lay on my back on the floor and reach up. Either way works.

Based on the condition of the plugs it sounds like its running rich. I almost wonder if someone sold you the wrong pumps and you have too much pressure or something.
Could also very well be whacked injectors. I am thinking it may even be a timing issue...

I am assuming that you mean you don't have a repair manual. You can find these at an auto parts store, usually for the model car you have. I have lucked out at used book stores too. Haynes brand repair manuals are great for this. You also might try contacting IPD on the web and see if they can help out by sending you some instructions from one of their kits.

Yes indeed. There's an on screen to the tank where the fuel passes. It can be clogged that's why it starves. I see no engine problem but a fuel supply issue. I suggest that you replace the fuel filter on tank and it will be wise to drain out the fuel in tank to get rid of rust and dirt. I believe you'll be good after the procedure.
