Hello illitt.
The most common issue I seen on those models was a bad ground between the wiper motor and the body.
You will need to access the wiper motor to check it. It is mounted under the cowl below the windshield. Here is the manual procedures. Not an easy job, but not impossible.
You will not need to remove the motor, only the bolt that holds the ground strap. You will see it behind one of the bolts. Clean the bolt and the ground strap surface with a file or steel wool. Coat it with a film of grease to prevent further corrosion.
I left the entire procedure here just in case the motor is defective and you do need to replace it.
- Disconnect battery ground cable.
- Remove wiper arms., then the plastic cowl cover.
- Remove pivot mounting stud retaining nuts and disconnect wiper motor wiring connector.
- Remove motor mounting bracket retaining bolts, then the motor assembly from cowl plenum.
- Reverse procedure to install.
