Ive worked on so many different vvehicles, check near the tank, under the driver door and check below brake power booster. If not, follow fuel line.

Start with a new coil and plug wires, along with plugs.

Take off the alternator, then remove the bolts on the back of the alternator and remove. Find Youtube videos to help you further.

The part is $370-$$550 at the auto parts store, plus labor. Get a Delphi or AcDelco because the bargain pump will fail!

Fuel mixture issue, several possible causes except the starter which uses electricity from the battery to spin the cylinders and eliminate static inertia. It could be flooded, out of fuel, bad MAP, etc. 1999 is old but probably still modern enough that it is fuel injection and not spark plugs. My Prizm is from 1999. It's junk but will last another 120K miles.

When the inge is running, use a voltmeter to check battery temroinal voltage. Should be about 14.5V. If just 11 or 12 V, the altgernator is defective. When engine is off, turn on the headlights then check battery terminal voltage. It should be about 12V and may rift towards 11.5 the longer you test. If it's 10V or less, the battery is defective.

Cam or crank angle sensor defective? Any OBDII codes found? Could be that the plug wires habve been switched around and not in the right order (if someone ahs been working on them...)

Very dirty air filter or bad fuel pressure regulator. ECU may be causing engine to operate in "limp mode." Check for engine codes. Blocked catalytic converter can cause this, too.

The 1999 LeSabre only comes with a 3.8L 6 cylinder engine. Autozone lists a Dayco Upper hose part number D71779 with an alternate part number L-946.
