Replace feul pump
The part is $370-$$550 at the auto parts store, plus labor. Get a Delphi or AcDelco because the bargain pump will fail!
1999 buick lasabre turns over but wont start
Fuel mixture issue, several possible causes except the starter which uses electricity from the battery to spin the cylinders and eliminate static inertia. It could be flooded, out of fuel, bad MAP, etc. 1999 is old but probably still modern enough that it is fuel injection and not spark plugs. My Prizm is from 1999. It's junk but will last another 120K miles.
Intermited dead battery
When the inge is running, use a voltmeter to check battery temroinal voltage. Should be about 14.5V. If just 11 or 12 V, the altgernator is defective.
When engine is off, turn on the headlights then check battery terminal voltage. It should be about 12V and may rift towards 11.5 the longer you test. If it's 10V or less, the battery is defective.
Bike wont start
Cam or crank angle sensor defective? Any OBDII codes found? Could be that the plug wires habve been switched around and not in the right order (if someone ahs been working on them...)
Using gas going out stile
Very dirty air filter or bad fuel pressure regulator. ECU may be causing engine to operate in "limp mode." Check for engine codes. Blocked catalytic converter can cause this, too.

Fuel gauge problems
There is a float in the gas tank that is probably hung up.Try bouncing the car at the rear bumper, it might free the float up.
