Has the battery been disconnected right before this happened? How many miles are on it and which engine do you have in your Lancer? The 2.0L or the 2.4L?

check the fluid level may be low.

run fault codes to check for cam/crank position sensor. check to see if the cam shaft is turning (broken cam belt) check immobiliser operation

bent rim, tires out of balance, worn cv axle, bad wheel bearing, warped brake rotor, bad tire. Change that wheel to the rear, and see if the vibration moves with the wheel. Depending on the vibration, could be a motor/transmisson mount.

it will be at the rear of the engine, passenger side about halfway down the engine block. It is a bit of a pain to get to. I have a 97 lancer (slightly different engine - but too much) and the fuel filter cost about $50 (AUD). Lasts a long time though.

I don't have a diagram but the starter always has a connection to the battery. Follow battery connections and you will find the starter. It is always on the opposite side of the engine that the belts are on.

You may have tripped the theft immobilizer if your original key had a chip in it. Try disconnecting the hot (+) wire on your battery for 10 min. and then using your original key to start it.
