That sort of depends on how bad it is. You can pull the plugs and put oil in the cylinders and wait a few days, then see if you can get it to turn over. Other than this, pulling the engine out and taking it apart is the only sure way. You will likely end up doing a LOT of work to repair it. Bearings, rings, pistons, etc.

With a plastic siphon pump you can get at Harbor Freight, automotive, or any sporting goods store. Don't try to use the built in fuel pump, as it is too expensive to mess with and they are damaged if run dry. You can also remove the sending unit at the top of the tank and look in, to suck up any dirt or water.
How to put in time timing belt
I think that the alignment if the belt was done incorrectly. Every sprocket has an alignment mark on it as to the way the belt needs to be installed this needs to be checked again when the belt is tight. The modern pulleys that tighten the belt will in indicate what tension the belt needs to have. The alignment marks meet up with each other. If is important for proper alignment. It sound like you did not have the car on top dead center or TDC. Therefore it is shaking back and forth and dies in gear. In other words the pistons are not making enough compression to keep the engine running. Look up on the Internet the alignment for your engine and it will show you pictures as to what you need to do. Also next time if you mention what engine type you have e.g. 1.8 l turbo etc. will help as well. I may have had a picture of the alignment for the sprockets. Good luck. Before I forget replace the water pump as well. If the belt is bad the pump will go soon as well. The pump works of the timing belt and can cause alot of damage to the engine.
Leaking a lot of coolant and smoking but temp gauge never passes to overheating.
Do you still get heat in the car? If the thermostat was failing you would get less and less heat until it fails altogether, stops opening, and then you get no heat at all. Maybe you did need a coolant flush, but that does not seem to have anything to due with a leak.
It could be leaking on just one side of the engine and following a path along the bottom of the frame to make it to the other side, making it appear that you have two leaks. You need to find a more qualified mechanic.
What is INSP service
INSP means Inspection nessary. It usually has a number after it also.
