The underside of the cover for the fuse block will normally have a diagram sticker placed there to give an indication what each fuse is for. However, with the vehicle you have mentioned giving the issue, this is most likely an anti theft security feature to prevent someone from being able to use the stereo if they stole it from your vehicle. Look in the owners manual and there should be mention of this, directions on how to reset this and if lucky the password/code required to enter to finalize the reset. If not you will have to call Volkswagen and ask for service, describe the issue and you will most likely need the Vin (have registration handy) and possibly other information to then provide you with the security code/password.

The water pump is a possibility. It could also be a head gasket leak into the water jacket. At idle the pressure may not be enough to overheat the engine, but acceleration would cause rapid overheating.

Code 299 is a turbo code that means the turbo is not working correctly. You would need to find out the actual problem to know if it is safe to drive or not.

I think you have a ground problem and that is what eats up you alternators. Think of it. If there is no ground the alternator will charge and charge and eventually burn out. You need to install at least two ground straps of them and you will see the alternator will last longer.
