I replaced timing chain wont start
Confirm the timing marks were aligned properly by manually rotate the crankshaft up until piston number one is on a compression stroke, try to do this twice and make sure that the timing marks should be aligned accordingly with piston number one in top dead centre.

Want start after timing chain replacement
Check the condition of your battery, is it fully charged or not by using your Volt meter for a voltage test and it should be more and not less than 12.5 volts, a load tester for testing it load and it should pass the test and a hydrometer for testing the battery specific gravity and it should be in a green column and also check the battery connections.
MY CIGARE LIGHTER IS OFF
According to the diagram I just looked up it should be in the engine compartment fuse box position F3 and it is a 15Amp fuse. (F3) I think that means the one you are looking for is third from the top on the left hand side but I can't be sure without pictures or seeing it personally. If you want to take a pictures of the compartment fuse box interior and attach it to this post I could help more.

When you replace a speed sensor, the light should turn itself off after driving it. If it does not go off, than there is another problem.
I have a code p0103 i have tried to clear it but it will not clear from stored codes
sounds like you may have a bad maf sensor or wiring to sensor. you can reset it all day but the computer is still seeing a fault in that system, when you reset the code it is resetting but as fast as you reset it the computer picks up a problem in that circuit and turns the light right back on in a second,Have you replaced the mass air flow sensor or checked the wiring or tested the wiring ?

look on hooded vent area( under windshield whippers) sometimes there is a drain line that gets plugged with leave and dirt use a air line blow through and clean out this should do it
