Hi that sounds extremely dangerous! I assume you have an electric handbrake mechanism. Best bet would be to have a diagnostic test carried out to check the speed sensors and brake controller....asap!

Ifyour car is an automatic it will have a neutral safety switch or sometimes called a trans range sensor.Also some cars have a starter relay in the distribution/fuse box under the hood as well as check the diagram on the lid of the box for a starter fuse.

normally a small button in the speedo panel that you press in for a few seconds until the mode changes and the setting will display.
