If those lights are on, then there are codes. Not engine codes, but ABS codes. If by chance there aren't ABS codes, then you have a data wire problem or the instrument panel is bad.

It is likely an issue with the switch, and not the motor. Try using an air cleaner (like compressed air in a can) on the wiper stem on your steering column. Then use some floss inbetween the knobs to remove any debris. I would not try removing the wiper control stem without professional help, like your Toyota dealer.

the operators guide has an index, and see Lamps? there are only 3 ways, on all lamps 1: obvious screws on lens. 2:no screws,the lens pries off. ,nah 3: or rear access. if rear access, type, see twist lock socket, bingo some rear access has screws, that when off the sandwich separates and bingo. or read the fsm book, it cover all that and 1000 more. the factory service manual or alldata.com for 15 bucks, now the next question, how to get to rear?
