Have a 2003 chevy duramax that is trying to start just with key on accessory and sometimes will not start when key is turned to start position

Sounds like you Ignition switch in the column took a (BYE_BYE )

2010 silverado heated seat lights dont come on

the fuse is blown. check your fuses may say htd-st. they could be inside fuse box or engine compartment fuse box. im sure its a blown fuse. mine blow if i leave seat on to long. I put a bigger (higher amp) in mine no more problem

Diesel GMC School Bus equipped with 4L80E, when shifting into overdrive it netralizes, but if I release the gas pedal it goes into gear. Replaced unit and it still has the same problem.

That is most likely your reverse switch on the transmission is stuck.

Every time i apply brake pedal i hear a very lite ringing sound in cab somewhere,i shut all electronics off and it still does it.

May not be the cap at all. it may be your shoes or pads. Do you have spoked caps. My caddi did and the sound was coming from the cap shifting on the rim due to briken tabs that hold cap tight to rim. Could be almost anything in cap but more than likely you have a brake issue.
