Do you have something plugged into the side of the radio where the PC/IF port plug is? It sounds like it's looking for an update, and you need the RS cable a the 96 software in order to do that. Google it on radio reference.

You need RS232 drivers. Try BatLabs dot com. You can't make one from just a cable.

Hi, must have a digital trunking scanner first and foremost if you want to monitor the state radio frequencies. You much has a ham radio license or 'permit' to use the scanner or even have the scanner in you car. Cannot have a regularly scanned channel be a weather channel. press 'manual' on the WX channel, then press the 'L/O' "lockout" button and it will keep the WX channel out of the scan.

Press and hold the Lock key for 3 seconds, then the 'key' should not show up in the display. Also, when you press 'scan' try pressing some of the number keys to turn-off and to switch on scanning banks. Okay?

Press scan, then press a number button and it will scan that bank -pick a number from 0-9 and it should scan that. If you did truly lockout everything hit 'manual' then hold down the L/O Lockout button for 3 seconds and you'll hear a beep- that should unlock everything.

Make sure that the keypad isn't locked. See if there is a little key in the display. If yes, then hold down the lock key to unlock the keypad. ONLY the old 49MHz models can be heard 'by accident'. Newer units are digital and can't be monitored.

Go to their website before it disappears and type in the radio shack part number, there usually is an old document that you can download and print. Let me know.

Pull the battery. leave battery pack out. connect a clip lead between the first and last spot where the battery connects and turn the radio on for 1/2 hour- it should do nothing with the battery out. Remove the clip lead, install new batteries and then see if it works, or you can do the paperclip reset. Let me know.

I suggest NOT charging any batteries in any scanner- it gets too warm. Charge your batteries in a stand-alone battery charger is my suggestion. okay?

PRO51 can only do ANALOG scanning. You cannot get 'trunked radio systems in Butler County' however; there does appear to still be a few analog frequencies.
