Turn the scanner on and make sure that you don't see a "key" in the display- if you do, you first have to press and hold the key LOCK button until it beeps and allows you to use the keys. press 'manual'. press and hold 'L/O' 'lockout' for 3 seconds and it will unlock all locked out channels. now press 'scan'. if you have nothing, then press 'scan' again and press each one of the number keys to turn off and to switch on the scanning banks. Cannot have a regularly scanned channel be a weather channel. press 'manual' on the WX channel, then press the 'L/O' "lockout" button and it will keep the WX channel out of the scan.

First, try scanning the Weather band to see if you scanner is working properly. If you don't pick up anything, your scanner likely needs some professional help. If the Weather broadcasts come in, then you just don't have the correct frequencies programmed for your local services, and it's possible that your area is using a trunked system - which your scanner is not capable of receiving. For a comprehensive database of active frequencies and systems in your area, Visit:

• After you reset the scanner you have to initialize it again.

1. 1. Power the scanner off and on.
2. 2. Press and hold the "TUNE/CLEAR" key and stick the end of a paperclip in the reset hole and hit the rest button.
3. 3. Now remove the paperclip off the reset button and wait for the display to turn back on.
4. 4. Now release the "TUNE/CLEAR" key.

• The scanner is no initialized and ready to be programmed again.

• Now program the scanner.

1. 1. Press "PGM" key.
2. 2. Now enter a channel you want to store a frequency.
3. 3. Press "PGM" again.
4. 4. Now you will be on that channel.
5. 5. Now enter the frequency you want to program and don't forget the decimal.
6. 6. Now press the "ENT" key.

• Repeat steps to program more frequencies.

that is because you are trying to program frequencies into the scanner with hitting your program button...hit your program button.. its your prg..button when you hit your program button then try putting your freq in...
