You need to be more specific about where you are taking readings.

The fan is located behind the bin dispenser assembly. It is a low voltage fan, and runs as soon as the SkyBox is plugged in. The thermostat controls only the compressor.

ok i have the solution to the dispensing problems on the maytag skybox vending machine ... u need to open the main door and unplug the main harness , next remove the door from the hinges and place upside down somewere were it is good to work on ,next remove the 2 screws that cover the flapper sensor , next remove the seal around the door,behing the seal you will see a series of screws, remove all of them a regular phillips screwdriver is fine, next remove the back cover from the door, there you will need to unplug the flapper sensor from the main board just follow the cable and youll find the plug, once you have unplugged the plug continue by removing the complete sensor and wire, next you will see 3 wires one of the wires has xxxxxxx all over the wire this wire you will NOT touch as it can short out your unit now the other 2 wires you need to separate and cut once you have cut the 2 wires strip the ends and unite both ends together tape up and tuck away once you have done this put the door back together and mount on the unit and continue vending hope this helps .....

If it's not cooling and the internal lights and fan are working, then the problem is either the start relay or the overload relay. I checked the model number you posted and I didn't get any information for the number. Please double check the number that is posted inside the unit. In the mean time, take a look at this relay kit. It is a combination start relay, run capacitor and overload relay all in one. Usually the start relay will run you around $25.00 alone so this is what I use to repair this type of problem at a fraction of the cost. Again, please check that model number again and I will get you the pricing for the individual parts. is a multi-solution answer since I don't have all the tech from your question to pinpoint your problem
But the solution is in here generically, if you read and study the solutions very,very carefully.

Sounds like the cold control has stuck . Unplug the two wires from the cold control and plug them together. Turn one wire over and plug it into the other. away from the cold control.
The cold control is the knob in the ref that turns it on and off and has numbers on it. (Thermostat)
If it runs then that cold control (Thernostat) is the problem.
If that doesn't work DO THIS:
The relay on the compressor may need replaced
A relay starts the compressor with a higher voltage and then quickly kicks out
Thats what is happening with yours
Its best for a tech to replace The relay but you can do it
Take your model number to your Local Appliance parts store they will have a diagram
showing you how to install the relay. Its called a hard start relay
also try hooking the two wires together on the cold control to route around the cold control.
Be sure the BACK COVER is in place and hasnt been accidently removed.

The red lights on the board indicate it is working properly. The purpose of the board is to control the dispensing of the beverages, and has nothing to do with the cooling process. You have a cold control (thermostat) inside the refrigerated area. The cold control is like a switch that sends 120vac to the compressor when cooling is needed. The failure of the unit to cool would be either a bad cold control, compressor, or compressor start relay. Testing of live electrical circuits should be left to a qualified service technician.

It could either be very low on freon or it could mean that the compressor is out. You should check the compressor out before you put a lot of money into the freon.

The drain in the freezer behind back lower panel
needs opening. You can see it at the bottom of the back panel
underneath the evaporator coils. (The cold coils)
Run Hot water in the drain until it clears or use a hairdryer.
When the defrost melts the water it goes down the drain
If the drain is clogged with Ice or ? The defrost water
overflows into the ref. or freezer or on floor
Run Hot water in the drain until it clears or use a hairdryer.
Also check fan undernearh Ref in the rear
Clean condenser coils underneath

First you need to find out if the compressor is kicking on or not. If it isn't then it could be the starting capacitor (item 23), start relay (item 7) or the compressor itself. Does the skybox make noise (like your refrigerator starting a cycle)? If not, I would unplug it for a short while and let it set. Then when you plug it back up listen for noises on whether the compressor kicks on or not. If it doesn't then you can check the cap and relay board. Or have your compressor checked for operation and freon.
