Either the air duct is clogged or the internal loover is not opening the vent to the output vent. You will need to remove the end screen on the vent and feel inside while someone turns the air flow from floor vents to chest height vents...back and forth to feel if the inside loover is moving. If not, try to find either the air hose control or wire control on the loover disconnected.
