Hello
The vertcial output section in your TV is faulty. It may be either to a voltage loss to that section or an IC failure. Normally IC in this section will fail in most of the tVs. Vetical output IC can be located on the main board of your TV, normally screwed on to a metal heatsink to radiate heat from it while working. Locate this IC, and resolder all of its solder terminals by applying a little more solder, wthout making any solder bridge short in between adjecent solder terminals. If ther is any loose soldering, it will be cleared out. If this does not helps you measure the voltage that comes to that IC. If this is also found normal replace the IC. OK.

Tv screen is black except for 1 horizontal line of color

The line is there because the vertical deflection unit - the one that spreads that line across the entire screen to form the image - has failed. Replacing it is a job for a professional, or at least an experienced amateur, and the parts will be quite difficult to find for such an old tv .

Single green line spanning across the screen horizontally

I was just watching TV and all of a sudden the screen minimized down to a single green line spanning across the screen horizontally. The label in the back says it was made in 1996 so it is an old tv. Can anyone help?

Black display with a horizontal white line in the middle.

Middle going across the screen from left to right??
This unit is plagued with bad solder connections in the comb filter board and flatpack underneath the comb filter board. These connections can cause any odd number of problems in video display. If it is that it's not expensive - virtually no parts. If it's a single line across the screen could also be the vertical circuit involved.
My suggestion is to have it estimated at a reputable shop and take it to them rather than the more expensive pu/del charges.
If you would like go to http://www.nesda.com/locator/state_search.php and locate a servicer from there. Kinda like going to the AMA to find a doctor...
Hope this helps!

It sounds like a vertical deflection problem. You mentioned you had a white HORIZONTAL LINE in the middle of the screen. If this line runs from left to right across the screen it's in Verticla deflection. If it runs from top to bottom, it's in Horizontal deflection. I am assuming the problem is a Vertical deflaecion problem. The repairs necessary are most likley to replace the vertical capacitors or the verticla deflection chip.
Good Luck
