Desable it finction in the bios promt wen the laptop are promt push del or F2 keyboars go to bios option advanced system and enable the keyboard on wen prompt windows and this is the solution coment please !
Reseating (remove it and reinstall it) the memory (RAM) may solve this problem.
Please don't forget to unplug the adapter and remove the battery before you open the RAM door/cover.
There are 9 states for LED error codes on this model. The error you're describing indicates that the laptop does not detect any RAM (memory sticks). Since you tried to isolate bad memory stick it looks like your motherboard has a problem and needs to be replaced.

The LED's that they are referring to are the NUM, CAPS and SCROLL. It appears that you have a problem with your LCD. Try connecting an external monitor to your laptop. If you get a display then your LCD display panel needs to be replaced. If no display then your motherboard needs to be replaced.
What you saw regarding the lock with 9 is the num lock key. next to that is the Caps Lock key and next to it is the Scroll Lock key. Those are called Lock LEDs. If the status of the light is Flash-On-On then that represents system board error. Next step is reseating the processor, but requires a certified technician to do it, and if it still fails you need to replace system board or the processor of the computer.
If the Num lock is lit constant, and the Caps Lock and Scroll Lock keys are flashing, the system is reporting a memory error. Power off the system, remove the battery, and follow the user manual from support.dell.com to reseat the memory module(s). If the error persists, you may need to replace the memory and/or the system board of the portable.
