It may due to the contact point of handset to the mobile phone. Try to clean the contact point on the phone to see whether it help? If not, replace a new handset may help. If the problem still there, it maybe the problem of switch chips. It will be difficult to solve as no replacement chips at the market for this phone right now. If you are receiving pictures via Bluetooth, you have to turn on your Bluetooth and pair it to another device. If you are receiving pictures via MMS, you have to configure and activate your MMS settings by contacting your Network Provider.

Go to settings-connectivity-bluetooth. Tap on the bluetooth symbol to turn it on.
