u cant transfer it directly but u can transfer them to outlook and when u connect ur iphone to the pc u can choose to sync the contacts with outlook.

You did not indicate your model and make but here is a clue. if your phone is an android phone, open the contact or people if its a htc phone, click options, click import/export click import from simcard, click import all and wait till it finished.
on iphone, go to settings, contacts and email, scroll dowm to import from sim card .
on other phones just open contacts, click options, you should see copy or import, click copy from sim or import from sim.

The problem is, for whatever reason, the new iPhone firmware does not allow special characters to be imported onto the new phone.

So the only solution is to:
Get a different phone.
Put your SIM card into that phone.
Access your phone book from said phone.
Delete any contact using characters other that A-Z. This includes !@#$%^&*() And the like.

Once deleted just pop your SIM card back into your iPhone and import. It should now work.

Power cycle the phone first as sometimes it has problems finding the sim contacts if you insert a sim while the phone is already on. Then:Settings>Mail, Contacts, Calendars>Import Sim Contacts (near the bottom)

Turn off the iPhone before inserting the sim, insert sim, turn on, import contacts. If you put the sim in the phone without restarting it for some reason it doesn't get all the contacts sometimes.
