Condenser fan not running, condenser plugged with dirt or grease, over charged with refrigerant, refrigerant metering device plugged or failed, air in the refrigeration system, extreme temperature around the condenser, mixed refrigerant charge.
The drain may be plugged or not warm enough to keep from freezing. Make sure its insulated and clear. Maybe the fan thermostat isn't keeping the fans off during defrost, Maybe the freezer temp is set below design temperature.
Look behind the louvers (you must remove them) on the upper right, above the freezing section. Should be a black knob with a built-in pointer on it.... higher numbers are for a lower temperature.

Your temp sensor is most likely the trouble. It is reading a false temp so it keeps the unit running trying to reach set temp. I would go there first as it is much cheaper than replacing the controller.
