I also can hear that fuel pump winding...how does the relays in the glove compartment work...will they affect a cold start?

Not if the fuel pump is operating. It is more likely the Ecu is not getting the temperature data from the engine block temp sensor. There are usually two temperature sensors on the block. One provides temp to the dashboard temperature guage. The second, the most critical for cold start, provides temp data to the Ecu which determines the cold start program. If you are a DIY you need a repair manual, if not now later. Auto repair stores may have, your library may, or filepeep.com if they have it, or
manualslib.com. (Make model year) It will show where the block temp sensor for the Ecu is. It may need to be replaced. However I found on my 20 yr old auto that corrosion had compromised the data and caused a very rough, difficult start. I cleaned and scraped the connecting parts to bright metal. Reset error codes and Instant start, just like brand new. So double check for clean connections first. You may find it very difficult to access the connections. Thus the need for a repair manual.

My car will start n go for a few blocks then dies. When I try to start it againit wont for 30 mims then starts and same thing happens. Why is it doing that?

May have an alternator issue, it may not be charging your battery. Drive to Advance Auto or Auto Zone, or O'Reillys and they will check your battery, alternator and starter for free.

My 2004 saturn ion won't start when its cold I even have a block heater to plug it in and it won't start

the anti theft wire under the steering column gets to cold and locks out ignition. i just found the auto theft wire and disconnected it. or you can take a blow dryer or heat gun run under the steering column for 3-5 minutes. if you do disconnect the auto theft wire you must do it while the car is running. use the blow dryer method, start the car then disconnect the auto theft wire.

Your block heater is plugged into household current, and is not connected to the vehicle electrical system, so you can eliminate that as a potential source of the problem. You didn't say whether the check engine light comes on when the door is closed and you try to start the engine, but my guess would be a bad battery and/or charging system. Take the vehicle to Auto Zone, Advance Auto, Pep Boys, O'Reily's, or other retailer and have them test the battery. If you have a few bad cells, you will not have full starting current, which will cause the lights to dim. If the battery checks out, have them (or an alternator shop) check the output voltage on the alternator. It should be putting out somewhere between12 and 18 volts depending on the condition of the battery. Considering that you live far enough north to where you need to use a block heater, my money is on a bad battery.
