Press and hold the button on the upper left until it displays "HOLD" then wait 'til the light goes out, you'll see the hour-digit blinking, set the hour you want, then for the minutes, press the lower left button. Press and hold the upper left button to set the desired time.

Try to push and hold till screen starts to blink or the name SET appears. Then you can set the time.

Finally got it! Take a sharp ball-point pen and push it into the hole/bitton on the lower left side of the face. When I first tried it a zillion times, I could not get anything to happen. Then I handed it to my husband, and he said that you have to push it in with a little bit of force (more than mine, anyway) and the "setup" mode appeared. After that first time, it doesn't have to be pushed as hard!

Push "Mode" button until the mode is shown that you want to reset, do this even if the mode you want to reset is all ready showing.

Push "Reset", continue pushes until the desired Parameter (Minute, Hour, or Second) is flashing.

I also have an OCW-M700 and found the instructions that you download from the casio website good and perhaps easier to follow than the booklet, still does need some patience and but worth it in the end because it is a great watch. The manual time/date setting can be done fairly easily once you are in 'Timekeeping mode' (page 4, bottom right). The applicable download is operation guide 4749. Good luck. Also, you probably dont want to know this but for others out there - they sell for around 600US$ in taiwan if you can find a shop that stocks the casio upper range, taipei airport normally has stock at duty free.
