Try replacing the eprom. If that somehow became corrupted due to HV surge or otherwise, you would have this symtom. The eprom contains information that basacally tells the HV circuit to turn on.

These sets are quite outdated, there are fewer and fewer repair shops out there for them.
The problem is most likely the power supply (internal), this can be repaired quite simply if you know what to look for. Other problems may or may not include a blown IC, fuse, lamp, or the tube itself.
The cheapest option you've got is to buy a new TV I'm afraid.

the Caps (capacitors) have one foot in the door on your PSB-Power Supply Board. Pretty soon you'll get no OSD-On screen display and be left with a blinking fault LED Code. Caps are cheap and easy to replace with Intermediate skill. Or pull the PSB yourself and take to a PC repair shop that solders at board level to replce the UF Caps that are going bad. If you need instructions on how to do this let me know.....

If this is confirmed the fault seems to be in the preamp section or the SIF- sound intermediate frequency section. If you have confirmed that the output is workingg by conneccting an input to the audio input then it should be confirmed that there is no output from the audio line out.
If so you will need to trace using a AF- audio frequency- signal to confirm the area of loss of the AF.
Sometimes this can be some coupling stages or an OP-Amp.
Please trace using a signal and a voltage test. If not get help.
