Disconnect all the external devices, try to boot the computer in safe mode by pressing F8, if it doesn't boot in safe mode then you may need to reinstall windows on your computer.
Thanks for your responds, I clicked on F8 ran it in safe mode. This is what is displaying:
multi(0)disk(0)rdisk(0)partition(1)\windows\system32\drivers\
Then it says: safe mode microsoft (R)windowsXP(R)build 2600.xpsp_sp2_gdr.050301-1519 service pack safe mode
The stem is not fully installed. Please run set up again

safe mode microsoft(R)windowXP(r)build2600.xpsp_sp2_gdr.05031-1519 service pack safe mode
The system is not fully installed. Please run set up again.
I clicked ok.
So it means that system was not reset to its factory condition properly and now the only option you have is to reinstall windows on your computer.

During the boot process, a blue bar with www.dell.com appears at the top of the screen.
If you do not press in time, let the computer finish starting, and then restart the computer again.
NOTICE: If you do not want to proceed with PC Restore, click Reboot in the following step.
The restore process takes approximately 6-10 minutes to complete.
The computer restarts. Because the computer is
restored to its original operating state, the screens that appear, such
as the End User License Agreement, are the same ones that appeared the
first time the computer was turned on.
The System Restore screen appears and the computer restarts.
After the computer restarts, click OK.
Thanks and have a good one.
