Check the power supply to the motherboard i.e the SMPS, if it is working the fan of the SMPS will rotate. If the SMPS is ATX you can check it without connecting it to the motherboard. Unplug all the SMPS power connectors from the motherboard and then short circuit the green and the black wire of the 20pin connector of the smps, if the SMPS is working the fan of the SMPS will rotate. If the SMPS is in good condition and working, than it might be a problem in the internal circuit of the motherboard.
