I've been trying to find a solution to this problem ALL day. It's driving me bonkers.
Both my mouse and my pen respond on the tablet by jumping, shaking, flying across the screen and being generally annoying.
Sometimes they will not move at all.
Also, on some occasions, the blue light will shudder between green and blue.
I run on an HP, Windows Vista Home Basic.
After reading a little, I downloaded the new driver off of Wacom, hoping this would solve my problem. I have also tried uninstalling everything and reinstalling it again, changing the sensitivity, and moving as far away from my monitor as possible to make sure it was not radio frequency's.
Nothing has helped.

There is a problem with the compatability of your tablet and your monitor. You either have to change your monitor to a different refresh rate or simply move your tablet abit further way from your monitor. If possible, you could change your tablet to "single mode" (depending on your tablet).

I had the same problem with my Intuos3 on Vista. Tech support suggested the following.
Do this.....Go to Start--->control panel---->system(in classic view)---->device manager--->click on "human interface devices"--->then click on "Wacom virtual HID driver" and right click on that and disable it. Your computer will ask you to restart and you will want to do that.
Everything works fine now.

I also had this problem. Then I tried changing the frimness of the pen, and now it works perfectly fine.
Go to Pen Tablet preferences, then in the Pen tab, change the softness scale to "Firm" then it should be fine.

Wacom will send you the wire for your tablet. Its only $15. You have to be very careful in opening the tablet in that the top and bottom are connected by a short flat wire leash someone eager to get all the way apart will permanently damage. If its out of warranty you have absolutely nothing to lose. Its very easy to replace. Replacing it fixed my problem caused by having the computer sitting on the corner of the wire for several months.

The winning answer came courtesy of Mr Benedikt Schmitt of Wacom Europe, who offered the following solution: from the Windows Device Manager, disable the “Wacom Virtual Hid Driver” device. (Go to Control Panel > System and Maintenance > Device Manager, find the driver, right-click it and choose “Disable”.) One reboot later (welcome to Windows-land, circa 2008?), everything works as desired. Pressure and tilt sensitivity inside Photoshop still work, and the pen functions just fine in the rest of the Windows desktop. The absolute mapping makes it an absolute pleasure to point quickly and precisely. It makes my laser mouse feel rather clumsy navigating a large 24′ screen!

I'm sorry I can't help but if it's any comfort I've had the same problem. It started a month or so ago. Reinstalled all the software but that didn't help. Then suddenly it stopped for a couple of weeks. Now it's happening again.
