You can go to the tools - internet options - Security Tab - restricted- sites and name www.facebook.com - Save settings.

When you re-open IE you will get this website blocked.

Normally it is firewall or Internet Security software on your system blocks the website, but nowadays certain antivirus programs do block website by default considered "malicious" sites. You have to reconfigure the settings depending on the software you are using.

by default all the sites will be unblocked y windows firewall.
if it is been blocked by security software.get into options and add IE to exception list.
