To unlock without paying you can softmod it by using an exploit like bannerbomb for example.
you can also find tutorials all over youtube about softmodding the wii and how to add homebrew and the backup launchers.

How can I change my goal without creating a new MII?
Wii fit asks this every few days at the start of the training, especially if your weight changes drastically. Try this:
Use your Mii but instead of weighting yourself, ask someone alse to do the BMI test for you. If the weight is dramatically different, Wii fit will ask you to change your goal.

Selecting a game in wii play
Each Mii that you play on your Wii Play game must each go through the growing pains of passing each section first. You should be able to drudge through the games in about 3-5 minutes each. Once the games are unlocked, they stay unlocked.
