The jumpers are near the CMOS battery, by the SATA ports. Sometimes clearing the NVRAM using the jumpers can work with no video issues. If it doesn't, try removing all unnecessary components - drives, cards, memory beyond a single DIMM in slot 1, etc. If that doesn't work, try reseating the processor, if there is only one. If there are two, you can try booting with a single processor (always in slot 1), swapping them to try each one. If these steps don't work, it is likely a bad board. If there are no fans spinning, lights on the front, etc., then it might be the power supply.

Unfortunately, there are no jumpers (and no BIOS setting for that matter) to disable the onboard video.

you might want to check the power supply unit first, as it is very common for them to burn out and not supply the correct power to start up the server..
the 2nd thing i would do, is do a visual inspection of the motherboard , looking for any traces of burns, if any are found, replace the server.

dells power supplies must come from dell. I would call dell and give then the service tag number of your server and they will be able to tell you about how much a power supply is.

You should be able to see the reasons in the front panel, remove the front cover and you will see a small display with some information passing slowly. Sometimes is just the redundant power-supply that is disconnected.

I need you to explain your problem a little more clearly.
I think you are saying that when you press the ON/OFF you get a display? What is the display that you get? How old is this machine? What other events have taken place leading up to this problem. Do you get and error messages on the monitor? DO you get any sort of sound emitting from the server when you press the ON/OFF butoon?
