Samsung HT-TQ85 HDMI Input not working. Have tried HDMI audio on and off. Should route the sound, when HDMI Audio on to TV speakers and when HDMI Audio off through receiver surround speakers. Does neither. HDMI cable hooked from satellite box direct to TV carries sound.

You probably will get the best result if you use a digital to analog audio converter. Amazon has a number of models: https://www.amazon.com/DA-Converters/b?ie=UTF8&node=3224445011 . You will need to provide the optical audio cable. You connect the TV's optical audio out to the converter's input. Then use the converter's RCA output to the home theater system's audio input.
The TVs HDMI port is only an HDMI input (possibly with Audio Return Channel). This isn't usually resolved by an HDMI-RCA Converter. This converter might have worked to split off the audio signal from a Blu-ray player with an HDMI cable to the converter and then another HDMI cable to the TV and the RCA audio going to the Home Theater system.
I had the same problem. You're not doing anything wrong. the thing is you can't (I don't know why but the owner manual says it) have sound going to your tv AND your HT speakers when you're using HDMI. You should try going to input setup, choose hdmi audio out to your TV instead of the speakers, and then run an optical cable from your satellite to your receiver, assigning it to the TV/Cable input.
I submitted an earlier request trying to determine why surround sound wasn't coming through all speakers when playing my TV.
Looking further into the Samsung site I found out that you MUST connect the optical cable from the home theater unit to the CABLE BOX and not to your TV to get surround sound...I'm currently in the office but will change the connection once home...try connecting to your CABLE BOX instead of your TV and it should resolve the problem.
Hey guys, just had the same problem and found out it was because I had disconnected the central speaker. This it was creating a back impedance or something and reonnecting did the trick! i.e. check your speaker connections and check that they work... duff speakers could cause the problem too!
check connections to bass module amp. and ensure that it is powered on and turned up . no blown fuses or loosely connected cables. to and from amp. especially those to stellite speakers.
