The self test with the vga cable dissconnected works fine, when the vga is connected the power light flashs and it has no image at all, tried it on other computers and it does the same thing. Its not the the resolution or refresh rate, tried that to.

I also have the same problem with the same monitor (displays check OK but no image from PC). I changed all 4 caps on the PSU even if they looked fine but it didn't help. I guess there is something wrong with the signal processor / input stage.
remove the 5 pin black colour part near vga port mainboard.problem solved.

This problem often occurs in samsung SyncMaster LCD monitors.
The
solution is open your look for the LCD monitor power supply module
(which have PCB connector to the AC power), on that board look for
capacitors, now look for broken one which upper part is bloated, like
the image below:
If you find a damaged capacitor as in the picture then you should replace it with the same value.

yes I did, I tried it on different computers that were running lcd monitors just fine.
The capacitors look just fine, no bulging at all, should they still be replaced?
Sounds like a power issue if the power light is flashing. I would start there maybe try a different power cord?
Have you tried a different cable?
