How to ground receptacles in home basement

The electrical wiring in the basement has no grounding. When I opened the receptacles I noticed that it has that bare copper wire running across.

Could I connect a grounding wire with one end clamped to that bare copper wire and other end to the ground screw on the receptacle ?

Where do I get such 2-3 inch wire ?

You need a 2 wire with ground. Some older homes were wire with just a 2 wire. you can take a wire from the nuetral and connect it to the ground screw to trick testers into thinking it is grounded properly, but i would not.

RCD or MCB that is tripping?

If MCB the iron is overloading the circuit, usually a short circuit and is often related to the power cord.

If RCD power is escaping from the circuit to ground and is usually caused by an internal water leak.

Sparks when you put in plug

Do any other devices or appliances spark when you plug them into the same outlet? If so, you may have a wiring problem, and you should have an electrician inspect the wiring as soon as possible.
If the iron is the only thing that sparks when you plug it into the outlet, there may be a wiring problem inside the iron, or the ground wire may not be connected. Irons are not generally expensive; you should replace the iron for safety's sake.

1. you need a multi tester.
2. check the power supply of your outlet, or check the fuse or circuit breaker.
if has power go to 3.
3.open the back of your electric iron, the end of the cord or plug. then try to check the continuity of two wires if any is open. if its open or no continuity replace the cord or plug, either cut the only open wires and reconnect it again.
4. Or check the heating element of your electric iron if no resistance replace the heating element or you buy a new one.

Damaged mains cable

it is betterr to get a sealed power plug with the nylon insulation for the iron with a 15 amps rating wire and plug.
open the unit and disconnect the wire of the damaged plug, remove and replace with the new one taking care to connect each of the wires to the correct position. The lead , neutral and the ground must be double checked before you switch on.

There is a break in the insulation somewhere and tge wires are getting crossed or the active wire insulation is broken and it is shorting to the eaarth ground.

The advice given here is totally incorrect. Please ignore Azraelsrl solution. Being incorrect makes it very dangerous!!!
Blue or black = Neutral red or brown = phase green or green/yellow = earth.
If in doubt, you should get a qualified electrician to replace the cord to your iron. Getting it wrong... can easily kill someone!!!
