Is this a GAS range? Or an ELECTRIC range?
If this is a GAS range and the broiler is working, more than likely you have a worn igniter on the bake manifold that needs to be replaced. A glowing igniter does not necessarily mean it is good. The following link explains a little theory on how these igniters work and how to replace them:

If this is an ELECTRIC range, more than likely the lower heating element for the oven (Bake) is defective and needs to be replaced. The following link epxlains how to replace a heating element on an electric range:

Since all the oven features on either a gas or electric range are controlled by the Electronic Range Control (ERC) board, and the broiler IS working, it may be safe to assume this is not a control board problem.
