Enter your BIOS settings by pressing F-10 or F-2 or Del ( I don't remember but it should say at ist screen when starting up.)
Next find the booot device page
Next set your first boot device to CD/DVD drive. and then Hard disk.
F-10 to save
Install restoration disk and reboot unit.
Hope this has helped
U have to format the hard drive and then installing windows, if the problem persist, it has to do with *********** board.

Was this error by any chance received after you tried to upgrade VISTA to SP1 or SP2 (service pack 1 or 2)? I had the same problem. After spending two hours with Microsoft Online Support, the final solution was to restore the factory default with a recovery option, typically from the restore D: hard drive or recovery disks. In my case, I pressed the F8 key during startup to activate the restore option from the D: drive. Lost all my data, but at least the computer worked like it did when it came from the factory. Hope this helps.
Restart the laptop and try logging back in using the new password.
Log on without the Windows XP installer. If you don't have a Windows bootable CD, use another computer with internet access so you can create an emergency recovery disk (ERD) that will allow you to unlock a Toshiba laptop. Browse through the internet and search for ERD software.
Burn the ERD program into the blank CD and use it to reboot the Toshiba laptop that you want to unlock. The computer will automatically detect the program, so it will take you to a series of prompts where you can change your password.
