First, are you using the recommended staples for this stapler? Many heavy duty electric staplers don't use "standard" desk staples. Second, try unplugging the stapler, unloading the staples, and if possible, reach a couple of fingers into the stapler and try manually pushing up on the staple head to see if you can get the driver blade to come down. Does it come down smoothly, or does it seem like there is something stuck in there? If you aren't sure about disassembling the unit (my usual method-but I'd recommend having the parts diagram handy), try using a flashlight to look at the underside of the staple head, where the staples come out - can you see anything stuck in there? If so, you might be able to use a small knife blade or small dental pick to get jammed staple pieces out.

Do you have an adj pressure gauge? Take it off, you don't need it for nail guns, Only for painting. Guns run on a full tank, wide open, 120 lbs pressure. If that doesn't set your nail, either the safety is holding you off your work and not letting the staple seat or the gun needs to be rebuilt. Check the drive pin and make sure it didn't break the tip off. Sometimes I wish mine wouldn't set the nails all the way, because some materials, it goes right through. You have to hold it off manually. Also, depending on material, some guns do not have the power to drive into Oak. Only the Senco has the power to do that. we tried every gun made and found it to be the best. Got rid of all the other guns and kept a complete line of Senco guns in our shop. Hope this helps.
