There may be a few wiring issues with the problems safety shutdown systems that may have to be addressed. Also the shaft size on the motors maybe different this would be the first thing that need to be checked the other things are minor. If I recall correctly the shaft on 17.5 Briggs is smaller.
Likely they're different. Typically the equipment manufacturer will have a cable adapter to the specific engine mfg. Else you'll need to create your own or patch together connections.

They hold APPROXIMATELY 20 ounces. Put in around 18 oz and start checking the dipstick and adding a little until it gets to the full or MAX or whatever it says on your particular engines stick. Each time you ad a little, give it a chance to drain down or you will get a false reading

If the tank is filling with water to the line level, and the flapper raises, and stays raised until tank is almost empty, when flushed then it must be a clogged line. Try a plunger (toilet snake) and/or call a plumber.
