Since the problem did not indicate any beeps her is the following info
Power LED blinks RED 2 times, one every second, followed by a
2-second pause. = Processor Thermal Protection Activated
3 blinks 1 second apart = Processor not installed (not an indicator for a bad processor).
4 blinks 1 second apart .= Power Failure (power supply is overloaded)
Other possibilities are:
5 blinks 1 second apart No memory
6 blinks 1 second apart No graphics
7 blinks 1 second apart System board failure (detected prior to video)
8 blinks 1 second apart Invalid ROM

Typically the charge light will stay on as long as the phone is on the charger. After 16hrs, the battery should be fully charged. Leaving it on the charger constantly can actually overcharge the battery, shorening it's life. The best thing to do is use it until it tells you the battery is getting low, then charge it uninterrupted for about 8-12 hrs. Of course, that's ideal and can't always be done, but the more you can do that, the better.

I had a similar problem with two new units.
Pressing the pairingbutton and de on/off button at the same time, while the unit was on the charger, solved the problem for one of the two.
The other still wouldn't charge.
On this one I had to do the same, but for a longer period (2 minutes at least). This solved the problem on this one too.

Possibly a BIOS problem related to hardware or configuration that is stored in the BIOS. You can fix this two ways. Either reset the CMOS manually (Google it) or an easier way is to remove the battery from the motherboard and leave out for 30 seconds or so, then put it back. That will reset the CMOS and your BIOS. I recommend only doing this powered off and power unplugged. This should fix your problem. The only other theory is you swapped RAM or changed the hardware in some way and is now in conflict with the BIOS, but a BIOS reset might also fix that as well.
