No story told at all or history
not even by hyjackers, jacking others horrors.wow.
first is why do you ask?
just bought new PC? or used?
the PC is dead and now want to backup?
we cant guess, why or how you got to this point
and for sure matters.
or if all you want to do is start fresh and not other others owners, phron or far worse.
but let me guess,
1: windows, is dead?
2: and now you want to backup all data , this late?
well there are like 1million webpages on line covering post deathh windows, data backup..
the best way is move the dead hdd to a test USB HDD enclosure, and plug it in to any PC
and try to get your data that way.
if the hdd is dead, it is dead, (unless $5000 forensic recovery is cheap to you?)
we use these, with full 2AMP POWER PACK!
THAT WORKS WITH ANY HDD/SSD MADE SATA.

I did not cover , how to do DELLs OS recovery
steps clearly told in your users manual at dell.com
read it.?
first.
one can backup to:
remote servers, endless near infinite, even the almighty CLOUD.
but home servers or on the web. endless examples.
or to USB STICK.
or to external SSD or HDD, on a USB port or Estata port.
or to DVD-r
or to BR-R (blue ray media)
or to tape ($2000 solution for big boys)
that is about it, how is easy, ask.
ask now to backup, or google it,

What is the OS? if windows go to control panel and select system and security to create a restore point, doing a factory reset will leave the computer without anything to restore to though
I just bought like this.dead.
I waited till windows died, and now want to back up my precious data.
I just bought it like this not dead and what to clean off all the nasty stuff the previous owner has there, even ******* stuff.
history matters, any time the word data is stated. and you did.

This worked for me
For XP:
1. Shutdown.
2. Power on.
3. On the Dell Screen, keep on tapping CTRL+F11
4. Follow screen instructions.
Good luck
Feedback is always appreciated, Jenny
SOURCE: i want to restore my Dell inspiron 531 back to factory,
u can try to look in the controll panel to see if there is a restore button in there insted of using a cd
SOURCE: cant get dell insiron 1525 to restore factory settings
Dell Tec told me to choose "To set up Windows XP now" (with Operating System CD in drive) If it doesn't work try Dell Tech Chat. I kept getting "Windows could not start because the following file is missing or corrupt: <Windows root>\system32\ntoskrnl.exe. Please re-install a copy of the above file." (I tried to restore to original factory, followed directions, f12 boot from CD but when I get to "Agree to Licensing Agreement" none of the keys work except ESC.) I was able to get on the Dell Tech Chat at http://support.dell.com/support/topics/global.aspx/support/chat/hardware_chat?c=us&cs=19&l=en&s=dhs (you need your Service Tag) tried same steps but keys would not work so they sent me a new hard drive that I can install myself. Evidently there is no way to fix this. Tech says wireless will work with new hard drive. Is your warranty active? I always get SquareTrade.com (cheaper than most) warranty. They fix or give you what you paid. Everything I buy breaks & sooner than you would think.

Reboot, and press F8 at the Dell logo. The Advanced Boot Options menu appears on the screen. Select Repair Your Computer and press Enter. Click Dell Factory Image Restore, then next. "Reformat hard drive and restore system software to factory condition" When the restore operation is completed, click Finish to restart the computer.
Specify the language, and then click Next.
Log on to an administrator account, and then click OK.
