I have not found that Midea USA, the company which made Hawaiian Breeze fans, still manufactures a 4 inch personal fan under the Hawaiian Breeze brand name.
If you want to purchase one, you may find one for sale on one of the reseller websites such as eBay, LetGo, OfferUp, etc.

One of the most common problems is the switch, bad ac cord, an open winding in the fan motor. The on/off switch and ac cord should be checked first, now! if the motor is humming but not working it is seized, the bearing is burnt, or scorched, and possibly cracked.

I cannot find exact instructions but I did find a general guide to assembly. they are usually very easy to assemble. A standing fan is a portable fan that has a set of three oscillating blades on a long neck. The neck, also called the pole or the leg, is mounted on the floor. Standing fans have evolved from their origins as noisy accessories that blew away papers in their vicinity to silent fans whose direction can be controlled remotely. When placed at a convenient location, a standing fan can distribute air evenly to the entire room. Its speed can be controlled, and many standing fans can be programmed to stop at a set time.

To turn the fan on, ensure that the wires fit securely together. A loose connection cannot not only hamper the performance of the fan, it can also lead to problems such as electrical shocks or burning wires.

The coil goes at the base of the pole stand.. You slide it up through the bottom before you attach it to the the pedestal.

Unplug fan. Lay the fan face down. Remove the four screws holding the stand to the base. Slide the stand all the way off the cord. Look at bottom of fan and find the small half circle indent just to left of center. There is a screw there, remove it. Go to the hand grip at the top of the back and pry out the two white rubber plugs to reveal two more screws, remove them. Back cover can now slide downward. May take a little squeezing at the center of the grille where internal clip is. Remove two screws at top of squirrel cage. Turn squirrel cage and loosen screw at bottom collar on motor shaft. Tilt the top of the squirrel cage outward slightly and slide upward to remove the squirrel cage. You can slip upper metal bracket off and set aside. Motor is held in by two screws, remove them and flip motor out of the way. There are two screws below where motor sat that hold in base of front grille, remove. Front grille has a series of clips along edges, carefully pry them inward from bottom to top and push grille gently outwards. You can now clean the rear grille, front grille and squirrel cage in warm soapy water and allow to dry. While they are drying, use a vacuum and dust rags to clean interior. When parts are dry, reinstall front grille and reinstall 2 screws. Reinstall motor with two screws. Turn motor shaft so flat notch is pointing up. Recommend to spray a tiny bit of WD-40 or a tiny dab of moly grease on shaft at top of squirrel cage, then replace upper bearing bracket on top shaft. Slide collar end of squirrel cage onto motor shaft and align screw with shaft flat and tighten. Reinstall two screws at bracket at top of squirrel cage. Align back cover just a bit toward bottom, then slide upward and clips will snap into place. Reinstall two screws in hand hold area, then reinstall screw at bottom of cover at half circle notch. You'll need either a magnetic tip screwdriver or a pair of long needle-nosed pliers to get screw in hole before tightening. Feed cord back through base and reinstall 4 screws. It took me about half an hour to do this whole process on each of my two Hawaiian Breeze fans, but they now look brand new and run very quiet.
