Here are some steps you can try:
Reset the Headset:
Turn off the headset.
Press and hold the REW (rewind) button and the PLAY/PAUSE/STOP button simultaneously for about 5 seconds until the LED indicator flashes purple.
The headset will reset, and you can try pairing it again.
Pairing with Samsung Mobile:
Make sure your Samsung mobile's Bluetooth is turned on.
Slide the power switch on the LG HBS-730 to the "ON" position.
The LED indicator on the headset will be solid blue, indicating it's in pairing mode.
On your Samsung mobile, go to the Bluetooth settings and search for new devices.
Select "LG HBS-730" from the list of devices.
If prompted for a passcode, enter "0000" (four zeros).
Once paired, you'll hear "Your headset paired."
Check Battery Level:
Press and hold the VOLUME DOWN button for 1 second to check the battery status. The audible alert will indicate the battery level (high, medium, or low).
Charge the Headset:
Connect the charger to the headset. While charging, the LED indicator will show a solid red light.
When charging is complete, the LED indicator will turn off.
Remember that the headset will automatically turn off if not paired within 3 minutes.

The HBS 730 is known to have inferior range to the HBS 700. This is mostly due the 730's using Bluetooth 3.0 instead of Bluetooth 2.0 like the 700's. I dont know why the engineers did not implement a stronger amplifier for the antenna. I guess we just wait for the HBS 800's or go back to the HBS 700. you wont have as much bass, but you'll have excellent range.

Take it back to shop and request replacement as you think its faulty, be prepared to show the shop the problem.
