It opens on my tablet. I have cleared all caches. I have ran my AVG anti virus with nothing coming up. I have uninstalled and reinstalled 4 times. I have checked for app and phone updates and nothing. Turned phone off to reboot multiple times. Checked and rebooted my internet connections. Nothing is working.
I presume that you can get to all other websites using a web browser (like Internet Explorer or Chrome). Try this:
- RIGHT Click START. Now left click RUN
- In the box that pops up, type CMD.EXE and click OK.
- A black 'DOS-like' box pops up.
- In the box, type IPCONFIG /FLUSHDNS then hit enter.
- Close the black box by clicking the X in the top right corner.
- Reboot your computer and then try Hangouts. Let me know if still have problems.

hello.
Please see in the right bottom corner of the monitor(taskbar) you can see the YM icon system tray. you can right click that and then sign in.
If not found there. maybe u need to unistall the YM. restart the computer and then download the YM again or directly install it from the net.
if this solution not solve the issue, please take me a picture of the whole desktop for me to see what is on it. and make some solution.

If you're sure that there was an Internet connection to your computer when the error came about, if I were you I would reinstall the software.
SOURCE: Have internet connection but browser won't open
try pinging google.com from the problem pc.
If your pc can reach google, it will ping back 4 successes
I would install and run spybot from spybot.com. That is a spy-ware checker program and is free.
Post back with results.

If you have recently had a virus or malware attack, it has changed your proxy settings. Go to options>under the hood>change Proxy settings>LAN Settings and make sure of the following:
Automatically detect settings is CHECKED
Use a Proxy server for your LAN is UNCHECKED
If this doesn't fix it then the registry might have been affected, too. Perform a repair on your operating system or restore. I would recommend a factory restore after you have saved all important data on an external drive or flash.
