Since the iphone in question was issued to you by your employer, then I suggest you contact the company department which issued the iphone to you, report it stolen, and ask that cell phone service provider be contacted to shut the phone service down and, if possible, block access to any data stored on the iphone.

Same problem but thousands of people the best choice is to contact the original or the previous owner and ask him if they can remove the phone from the iCloud account if that is not possible you can check your Emei.# if it's reported lost or stolen go to the website find my Emei. Put your number in there and you will see if your phone reported lost or stolen or even blacklisted the number is in the back of the iPhone
I know how to bypass iCloud you can use your iPhone only like an YouTube Facebook emails messages but not 100% let me know if you need help good luck.

Contacts and pictures can only be recovered if you had kept auto back up options ON , to your clouds services, like google, apple or any other available. or if you have backed up periodically your mobile at your PC / laptop.
Else i dont think any service provider company can get you back your pictures or contacts of stolen mobile.

It is illegal to unlock a lost or stolen phone.

If you bought a stolen iPhone, you should bring it to the police. Maybe the device was reported stolen. If the police sees the IMEI code in their computer, they can contact the owner of the iPhone. If you payed for the phone, and you didn't know that it was stolen you didn't do anything wrong, but it is not your phone.

Take it to a local retailer. Its possible that the IMEI was blacklisted and possibly marked stolen on accident. Check with a local retailer of cellular provider to see if they can remove it off the blacklist.

The phone companies make money when your phone is stolen, as they know you are going to purchase a new one. Therefore there is no incentive for them to attempt to find or recover your phone. If you had insurance on the phone, use it. If not, take the box with you and register it with the police as stolen so if they ever come across it or someone tries to pawn it they will be notified and you may get your phone back, otherwise, it is time to console yourself and consider it gone. Sorry to be the bearer of bad news...
