The DW9116 is actually a 120 volt charger so it should cope with 130v AC supply, what is the supply from?
It is normal for a standard 110v supply to run at around 117V

By 3 pin do you mean the third pin being a ground. If so that charger does not have anything internal to ground to. It is a 120Volt Double insulated tool. Let me know if you are trying to do something different.

They usually have a little pic on there that tells you what the blinking means. I think it is charging, but sometimes it needs a green light too. Check it out. Mine flashes all kinds of signals, when it hits a dead battery, one that won't charge, it flashes something else. It only takes an hour to charge. Is the battery getting charged at all? Hope this helps.
