philips has a problem with bad caps(swollen)in power supply-try shopjimmys.com enter model number-scroll down til you find power supply-order it simple to put in.if they do not have it write down part number then google it to find one--you also can change the bad caps yuorself if you are handy with a soldering iron

You cannot test the T-Con bd with a meter. However if you have the luxury of having another same model tv, you can install the bought T-Con bd and see if it is good or bad. Since you said the Menu and channel flashses, then I would replace the Main board.

Hi
There are some circumstances for which this type of problem occurs to your TV....
You'll need to do this in the dark or low light conditions! Make sure TV is off. Now turn on the TV. If the TV "glows" when you turn it on, the problem is the TCON board. There is also a slight chance that it's the main input board...but this is less likely. However if the TV does not "glow" when you turn it on, the problem is the back light inverter boards.
Also hold a flash light to the screen after it goes off and see if you can see a faint picture. Sounds like your backlight might be cutting off. Repair can be expensive but some of the newer units don
