SOURCE: Phone display is very dim-can barely read

Well, first you will have to check your options, if you can read it enough to get in there.  You may have the backlight turned off.  If the backlight is not turned off, then you probably have a bad backlight and will have to take it to your provider to get it fixed.  Replacing a screen/backlight is not something I would attempt to do unless you are certain you know exactly what you are doing as you can render the phone completely useless.

My HTC inspire all of a sudden won't read any of

Try using another SD card to see if that one will read. If so, there is a problem with your SD card.
But if that card is also unable to be read, and your phone is fully updated, there is a problem with the reader on your HTC handset. You can contact HTC for a repair or a replacement. You might even have some luck at the retailer where you originally bought your phone. It's a fairly new model.

Contacts locked with menc file extension

You will be able to tell the difference when you can remove the storage card and insert it in another device or card reader. Encrypted files will be displayed as .MENC files, with the following filename convention:
[filename].[extension].[GUID].menc
The [GUID] is the encryption key that determines whether the file can be decrypted on the device where the storage card is inserted. The .menc extension is the indicator that tells whether a file is encrypted. The purpose of the extension is to indicate that you can't open those files. A Lock icon is also associated with the encrypted files.
When you insert the storage card back to your device where the files were encrypted, the [GUID] will match with the decryption key on your device and the [GUID].menc extension will not be displayed. Encrypted files will appear just like normal files and they can be opened.

I CANNOT VIEW MENC FORMAT

The .menc extension is the indicator that tells whether a file is encrypted. The purpose of the extension is to indicate that you can't open those files. A Lock icon is also associated with the encrypted files.

Decrypting files:
To decrypt files that are encrypted, the current solution is to transfer them from the storage card to a computer via ActiveSync or Windows Mobile Device Center, and then copy them back to the storage card after the Storage Card Encryption has been disabled on the device.
  1. To disable Storage Card Encryption:
  2. Go to Start>Settings>System Tab>Encryption.
  3. Uncheck the box that says “Encrypt files placed on the storage card.”
  4. Tap OK.

I have HTC Viva touch phone, how to convert MENC file to jpeg.

Go to Start, Settings, System, Encryption (or someplace similar) and uncheck the “Encrypt files when placed on a storage card” box. Now all NEW files will be in-the-clear, but existing files will still be encrypted. (Don’t forget to toggle this back when you’re done if you want to.) Next, navigate to your File Explorer, then to your Storage Card. Make a new folder (name it something obvious like “Unencrypted Stuff”). Now, find whatever files you want to unencrypt and move (or copy) them into this folder. You can now pop your storage card out and read them on any other computer (or on any phone for that matter). You also freed up between 8K and 16K per encrypted file. I believe it helps. Its easy and workable. :) Cheers!!
