To unlock your Radio Shack Pro-70 Scanner, you can try the following steps:
Turn off the scanner by pressing and holding the "Power" button until the scanner turns off.
Press and hold the "Func" button while turning on the scanner again. Keep holding the "Func" button until the scanner finishes its power-up routine and the display shows "Program."
Use the number buttons to enter the four-digit unlock code. If you don't know the unlock code, try entering "0000," which is the default code for many Radio Shack scanners.
Press "E" to confirm the code. If the code was entered correctly, the scanner should now be unlocked and you should be able to access all functions.
If the above steps do not work, try resetting the scanner to its factory defaults. To do this, turn off the scanner, then press and hold the "2," "9," and "MAN" buttons while turning on the scanner again. Keep holding the buttons until the scanner displays "Factory Test." Press the "Func" button to confirm the reset.
If none of these steps work, it's possible that there is a hardware issue with the scanner and it may need to be serviced or replaced.
You can try pressing pgm and then enter 000.0000 and hit enter. If it does not work on your scanner model, you have to enter a new frequency over the old one. I don't know for your scanner but a lot of models won't allow you to "erase" a frequency. You can also use the L/O button to skip this frequency in scanning mode.
If you want to reset all programming to factory settings (unprogrammed) turn on your scanner and hold the clear button while inserting a paperclip in the little hole right of the power jack. Release the clear button and your screen should appear. Your scanner is all unprogrammed.
First reset the scanner. This will not remove frequencies from memory. Turn the scanner off and then on again. Use a straightened our paper clip to gently push the "Reset" button on the side of the case (small hole). If that doesn't work, the next thing to do is to reinitilize the radio. This blows everything away so its the last resort. If you have the cable adapter and CD ROM for the radio, you may still be able to back up the scanner and reload after you do this. If not, be prepared to reprogram.
Turn the radio off and back on again. Hold down the "Tune/Clear button and again push the reset button. The display should clear. When the display returns, release the "Tune/Clear button
Resetting or initializing the scanner may clear your problem.
To RESET the scanner:
- Turn the power OFF, then turn it ON again. - Insert a pointed object (paper clip end, ballpoint pen tip, etc.) into the RESET opening on the side of the scanner, then press and release the button inside the opening.
If the above doesn't clear the problem, try the more drastic INITIALIZE procedure. NOTE: this step will erase all data that you have programmed into the scanner and restore it to original factory settings. To INITIALIZE the unit:
- Turn the scanner OFF then ON again. The scanner briefly displays the DSP boot version, then "Welcome to Digital Trunking" displays. - Press "0". The scanner displays "System Tests Select Test Exits if no Key Press" - Press "1". The scanner displays "Factory Unit Erase Memory ENTER if Yes CL to Exit" - Press ENTER. The scanner displays "Initializing Clr Main Mem V-Scan is OK Please Wait" - Do not power the scanner OFF until INITIALIZE is complete. When the process is complete the scanner will display "M0000" on the top line and "Bank 0 Ch 0" on the bottom line.
If neither of the above steps works for scanner I recommend that you take it to your nearest Radio shack and arrange certified repairs.

Sounds like you may have accidentally pressed the "LOCK" button. If there's a "key" icon showing, press the LOCK button at the bottom left of your keyboard, and hold it in until the icon disappears. In case you need it, here is a link to the operating manual for your scanner:
If the weather band is working, the scanner should be working. To verify operation:
- Move the MODE switch to "Scanner" and power the unit ON. - Press the SVC button (chrome button below display). - Press POL (chrome button below display). - Turn the SQUELCH knob towards the left until scanning stops and you hear a hissing noise. - Turn the SQUELCH knob towards the right slowly until scanning resumes.
If the scanner stops on anything - even noise, it's working.
To Program:
- Slide the MODE key to "Scanner." - Power the unit ON - Turn the SQUELCH knob to the left until you hear a hissing noise, then turn it the right - slowly - until scanning resumes. - Press HOLD. - Press E (PGM). - Press 0, 1. - Press HOLD. - Enter your first frequency, including the decimal point (EX: 156.055). - Press the E (PGM) key. - Press the UP arrow (above the SCAN key). Scanner will move to channel 02. - Enter your second frequency, including the decimal point. - Press the E (PGM) key.
You should now have two frequencies programmed. Press the SCAN key . . .

if it has a wx or weather button press that to see if the scanner is working ok, if you get the weather radio ok then you can get your local freqencies at www.radioreference.com click database, then your state, then your county and a list will come up of your local frequencies.
first turn it on, then press manual (might be labled man),the type in the channel you want to enter a frequency into and press manual again. next if there is a pgm or program button press it, if it has no program button just type in the frequency you wish to put into that channel. now press enter. repeat this process for each channel you wish to program.
Hi, It sounds to me like your keypad is locked. Pg 63 of your manual. ***using the keylock *** Once you program your scanner, you can protect it from accidental program changes by turning on the key lock feature. When the keypad is locked, the only controls that operate are FUNC, key , SQ, and VOL. You cannot activate the keylock while you are entering a frequency into a channel. To turn on the keylock, press FUNC then key . Key locked appears for about 1 second. Key locked appears when you press any key after locking the keypad. To turn off the keylock, press FUNC then key . The scanner beeps three times and Key unlocked appears. The only other choice I see if that does not work would be to initialize it. Pg 84 of your manual. Hope this helps you,, Mechanic
