The start button will not start the oven, all other options on the control panel are working, just the start button.

Their is a small in line fuse going to the oven control. Service manual
Page 4-2 shows how to get to it. Radio shack has the fuses

You can go to whirpool.com then click on owner center and download a manual BUT YOU MUST HAVE COMPLETE model number which usually on inside of oven door or in storage drawer

Did you replace the panel yourself? If it was a repairman it should be under warranty. Anyway I would think that after the supply has been turned off overnight the timer would reset itself. If that doesn't work and you don't want to keep mucking around with control panels and you can do without the electronic clock the control panel can be easily bypassed by a repairman. This will then enable manual oven operation.

Look for a blown fuse mounted on back of the controltis page is in the MANUAL

my kenmore model number 911-47699100 oven doesn't work. Everything except the oven and broil works--cleaning, all timers, start button, etc. All that happens when you push start is about every 30 seconds, two relays can be heard making and breaking kind of like a click then immediately a clack. No error codes appear. Replaced sensor but that didn't work. Any help would be appreciated.

Your Control Panel has failed. Replacement of the Control Panel is your only repair option. Not cheap!
