Or perhaps thread is knotted up in the feed dogs, under the needle plate and bobbin area. Raise and remove the presser foot, loosen and try to remove the needle, then try to remove or release the needle plate to expose the feed dogs so you can begin to clean out any thread tangles. Then open the race ring cover and remove the race ring, the entire bobbin case and hook from the machine. (If the bobbin and bobbin case are bound with thread, you may be able to remove the bobbin case and hook all as one unit.) If you can get those items removed, you can try to cut away whatever obstruction exists.

I have a Singer Confidence 7469 and was sewing and the machine just stopped. I cannot lower the needle or turn the wheel, it just beeps.

Check to see that all of the thread is out from under and around the bobbin. You may have to take the thing off that the bobbin fits into. Sometimes lint and excess thread pieces will build up under there. Did you check to make sure the wheel that you turn when you wind the bobbin is snug?
