Most external loud ringers are analog and your phone is digital. You would also need a digital to analog converter and use an additional digital extension to make it work.
These can be the only things that are causing your problems:
Ringer mute You can mute the ringer temporarily when the telephone is ringing. Press OFF/CLEAR or MUTE to temporarily silence the ringer. The next call will ring normally.
Ringer volume You can change the handset ringer volume to a comfortable level. The ringer can also be turned off so the telephone does not ring when there are incoming calls. To adjust the ringer volume: Press MENU/SELECT to display the menu when the handset is not in use. Press or to select >RINGER VOLUME, then press MENU/SELECT. Press or to adjust the volume. A sample of each volume level will be played as you adjust it. Press MENU/SELECT to save your selection. You will hear a confirmation tone.
Make sure the ringer is on (page 8). Make sure the telephone line cord and power adapter are plugged in properly (page 2). The handset may be too far from the telephone base. Move it closer to the telephone base. There may be too many extension phones on the telephone line to allow all of them to ring simultaneously. Try unplugging some of them. If the other telephones in your home are having the same problem, the problem is in the wiring or local service. Contact the local telephone company (charges may apply). Other electronic products can cause interference to your cordless telephone. Try installing your telephone as far away as possible from the following electronic devices: wireless routers, radios, radio towers, pager towers, cellular telephones, digital telephones, intercoms, room monitors, televisions, VCRs, personal computers, kitchen appliances, and other cordless telephones. Test a working telephone at the telephone wall jack. If another telephone has the same problem, the problem is in the telephone wall jack. Contact your local telephone company (charges may apply). The telephone line cord might be malfunctioning. Try installing a new telephone line cord. Wait for the handset to synchronize with the telephone base. Allow up to one minute for this to take place.

I'm guessing this is connected to a TA series system.
There is a ringer switch on the left side of the phone. Does it ring on intercom calls with the Auto Answer button not lit?
The 2 things that control the ringer for outside calls is the ringer switch and programming. Intercom calls ringing is controlled by the switch, Auto Answer button, and programming. If the switch is set to medium or high and the phone doesn't ring, try it at another extension. If it still doesn't ring, it's broken, if it rings, then you have programming issues.
Incoming line ring settings are in the config menu under:
2nd option - Line access
enter extension number
2nd option - Ringing
Ringing then can be toggled on or off for each line assigned to that extension.

To change the ringing on a prostar 816 you first need to be at a display set (doesn't matter what the extension number is).
with the handset down enter #20 the screen should say MMC DISABLED
1) enter in 1 2 3 4 1 # (that enables programming)
2) enter in #62 the screen should say day ring assn
3) press the line you wish to program
4) press the buttons for the extensions that you wish to ring (the ones in the right next to the handset)
5) press # when finished with the line
6) repeat steps 2 through 5 for the remainder of the lines you wish to change
